The Rough Riders were the 1st United States Volunteer Cavalry Regiment.
As a full regiment they would have been issued a swallow tailed National guidon as well as a regimental guidon. Each troop (company) would have had the red over white guidons with the troop letter on them.
They did carry their flags up Kettle Hill in the San Juan Campaign in their dismounted charge. The dismounted cavalry unit on their flank, the 10th U.S. Cavalry (Colored), carried theirs - and in fact one of their color bearers won a Congressional Medal Of Honor for taking his regiment's flag to the top of the hill. This act was the subject of a recent art print by historical artist Dale Gallon. That flag is at the U.S. Cavalry Museum at Fort Riley, Kansas. I do not know where the Rough Riders' flags are today.
